Project Background, Goals, and Objectives The Department of State Agency Strategic Plan outlines U.S. economic and technological dominance (Goal 5) including strengthening the U.S. technological edge, increasing U.S. technical exports and investments, and stopping foreign actor abuse of the global trading system.
